The Highly Qualified Investor Visa

PROGRAM FEE: €180,000 ALL-IN

The Highly Qualified Residency Program caters for highly qualified individuals, i.e. applicants that hold a university degree, or bring cutting-edge technological expertise to the table.

To participate in this highly flexible Portuguese residency program, applicants must fund a research project under the auspices of a participating Portuguese university.

Given the research focus of the Highly Qualified Investor Program, applicants typically enjoy visa approvals that are several orders of magnitude faster than those of Golden Visa applicants in 2024.

As with the current (and very limited) Cultural Golden Visa options available, the Highly Qualified Investor Program offers no capital guarantee, and is effectively a sunk-cost option as well.

The key reasons applicants choose either of these two options tend to be reduced opportunity costs, faster processing, and lower capital exposure.

Who is Jose Mineiro?

Mr Mineiro is a veteran Portuguese film producer and architect of Portugal’s Cultural Production Golden Visa. Born in Obidos and based in Porto, Mr Mineiro speaks five languages (Portuguese, English, French, Spanish and Italian).

Since 2002, he has produced more than 120 commercial films for the biggest world brands. In addition, he’s also produced a number of prominent feature films, including Heartango by Gabrielle Muccino and starring Monica Bellucci.

Mr Mineiro has been involved with national and regional policies contributing to the development of international projects involving official entities in Portugal for several decades.

Recently, he identified the potential of the Portuguese Golden Visa program as a valuable development tool. Consequently, he established a network of regional state entities in order to facilitate Golden Visa Investments with a positive, measurable and sustainable socio-economic impact.

Working alongside his team, Mr Mineiro has identified and/or developed numerous high-impact opportunities for investment in cultural production and urban rehabilitation. These opportunities align with territorial development strategies in Portugal within the scope of the DORO development association. (Mr Mineiro is the president of its board of directors.)

He has been a member of the juries of the Portuguese Film Institute, director of regional tourism agencies, founded the Centro Film Commission and served as its president. He also served as a member of the board of directors for Obitec.
