Jose Mineiro Monteiro, Visadoro Founder and specialist in Portugal's Cultural Golden Visa and the Highly Qualified Investor Visa Program.

Who is Jose Mineiro?

Mr. Mineiro is a seasoned Portuguese film producer and the creator of Portugal’s for-profit Cultural Golden Visa concept. Born in Obidos and currently residing in Porto, Mr. Mineiro is fluent in five languages: Portuguese, English, French, Spanish, and Italian.

Since 2002, he has produced over 120 commercial films for major global brands. Additionally, he has produced several notable feature films, such as Heartango, directed by Gabrielle Muccino and starring Monica Bellucci.

For several decades, Mr. Mineiro has been actively involved in shaping national and regional policies in Portugal, contributing to the advancement of international projects in collaboration with official entities in Portugal.

Recognizing the potential of the Portuguese Golden Visa program as a significant development tool, he created a network of regional state entities to facilitate Golden Visa investments starting in 2020. These investments aim to deliver positive, measurable, and sustainable socio-economic impacts.

Together with his team, Mr. Mineiro has identified and developed numerous high-impact investment opportunities in cultural production and urban rehabilitation. These initiatives are aligned with territorial development strategies in Portugal, particularly under the DORO development association, where he serves as the president of the board of directors.

Mr. Mineiro has also been a jury member for the Portuguese Film Institute, a director of regional tourism agencies, the founder and president of the Centro Film Commission, and a board member of Obitec.

He is an active member of the Portuguese Producers Association and serves as Executive Producer at CheckTheGate Films.
