What types of projects qualify for the Cultural Golden Visa (and where)?

Before we look at the types of projects that could be eligible under the Cultural Golden Visa, let’s recap the official program requirements – presented verbatim from SEF’s program guidance:

“Capital transfer on the amount equal to or above €250,000a for investing in artistic output or supporting the arts, for restoring or maintenance of the national cultural heritage, through local and central administration services, public institutions, public corporate sector, public foundations, private foundations of public interest, network local authorities, local corporate sector organisations, local associations and public cultural associations, pursuing activities of artistic output, and restoring or maintenance of the national cultural heritage.”

Who is Jose Mineiro?

Mr Mineiro is a veteran Portuguese film producer and architect of Portugal’s Cultural Production Golden Visa. Born in Obidos and based in Porto, Mr Mineiro speaks five languages (Portuguese, English, French, Spanish and Italian).

Mr Mineiro has been involved with national and regional policies contributing to the development of international projects involving official entities in Portugal for several decades.

He identified the potential of the Portuguese Golden Visa program as a valuable development tool in 2019. Consequently, he established a network of regional state entities in order to facilitate Golden Visa Investments with a positive, measurable and sustainable socio-economic impact. He has also been instrumental in the development of the HQA Research Residency Program.

Working alongside his team, Mr Mineiro has identified and/or developed numerous high-impact opportunities for investment in cultural production and urban rehabilitation. These opportunities align with territorial development strategies in Portugal within the scope of the DORO development association. (Mr Mineiro is the president of its board of directors.)

He has been a member of the juries of the Portuguese Film Institute, director of regional tourism agencies, founded the Centro Film Commission and served as its president. He also served as a member of the board of directors for Obitec.
